Africa co-Manager (EC-funded project)

The Forum for Agricultural Research in Africa (FARA), is the apex organization for agricultural research for development in Africa. It is the lead institution for NEPAD’s Comprehensive Africa Agriculture Development Programme (CAADP) pillar IV focused on agricultural research and technology dissemination and adoption. FARA seeks to build the capacity for agricultural innovation and to make agriculture the continent’s engine for economic growth. FARA’s mission is to create broad-based improvements in agricultural productivity, competitiveness and markets by supporting Africa’s sub-regional organisations in strengthening capacity of national agricultural research, education and extension systems.
FARA, in partnership with the European Forum on Agricultural Research for Development (EFARD) is seeking to recruit an Africa Co-Manager of the Platform for African- European Partnership on Agricultural Research for Development phase 2 project (PAEPARD II). PAEPARD II is an EC funded 36 month project with an overall objective of building joint African European multi-stakeholder partnerships in agricultural research for development (ARD) contributing to achieving the Millennium Development Goals (MDGs). The specific objective is “Enhanced, more equitable, more demand-driven and mutually beneficial collaboration of Africa and Europe on agricultural research for development with the aim of attaining the MDGs”.
The Africa Co-Manager will be based at the FARA Secretariat in Accra, Ghana. The selected candidate will function under FARA’s Networking Support Function 5 and collaborate with all other Networking Support Functions. Below are the terms of reference.

Terms of Reference

The African co-manager of PAEPARD II will work and share the responsibility of the implementation of the project with the European co-manager who will be based in Europe.

Both co-managers will work under the supervision of and report to the PAEPARD II Steering Committee appointed by the Consortium partners. Within FARA, the African co-Manager will work directly under NSF5 on Partnership and Strategic Alliance

The co-managers, in consultation with the Work Package co-Leaders, will be in charge of developing the annual workplans and budgets submitted for validation to the Steering Committee and will supervise and coordinate their implementation by the respective “Work Package co-leaders”. They will also develop an “internal control system” in conformity with the EC grant contract provisions (manual of procedures and implementing rules for the project) to ensure adequate and timely financial and technical reporting.

The African co-manager will be more specifically responsible for:
• Mobilizing the African partners, with special emphasis on non-research partners.
• Ensuring timely and coordinated activities of the African partners with the European partners.
• Monitoring, drawing and documenting lessons and reporting on the activities led by or involving African stakeholders.
• Ensure that all sub-contracting conforms to achieving the objectives – this in collaboration with the Result Leader
• Conduct lobbying, advocacy roles with AU/NEPAD for special support to PAEPARD-related activities.

Requirements

• A PhD degree (or equivalent experience) in agricultural or social sciences with strong and relevant experience of at least 5 years in agricultural research for development (ARD) in Africa.
• A good knowledge of the ARD “landscape” at the European, African and international levels and of the working relationships between the different categories of ARD stakeholders.
• A demonstrated ability as “facilitator” with some experience of “ARD partnership building”.
• Good knowledge of EC funding mechanisms such as FP7, FSTP and EDF 9 & 10.
• Managerial experience, in particular in managing EC-funded projects.
• Capacity to translate development issues into researchable questions and to identify the most appropriate scientific resources to address them.
• Experience of working in a multicultural environment.
• Fluency in English or French, with a good working knowledge of the other language.
• Frequent travelling.

Compensation
This is a full-time internationally recruited staff position (categorized as Professional Staff within FARA Secretariat). FARA offers competitive terms of employment.
