Consultancy - Feasibility Study of Khwahan Irrigation Canal Aga Khan Foundation

The Aga Khan Foundation (AKF) is a non-denominational international development agency established in 1967 by His Highness the Aga Khan. Its mission is to develop and promote creative solutions to problems that impede social development, primarily in Asia and East Africa. Created as a private, non-profit foundation under Swiss law, it has branches and independent affiliates in 19 countries.

AKF seeks to provide sustainable solutions to long-term problems of poverty, hunger, illiteracy, and ill health. In Afghanistan, AKF works with rural communities in mountainous, remote or resource poor areas to improve quality of life in the areas of natural resource management, market development, governance, education and health.

The Aga Khan Foundation, Afghanistan (AKF (Afg)) is an agency of the Aga Khan Development Network (AKDN), a group of international, private, non-denominational development agencies working to improve living conditions and opportunities for people in some of the poorest parts of the developing world. The Network’s organizations have individual mandates that range from the fields of health and education to architecture, rural development and promotion of private-sector enterprise and institutions that seek to empower communities and individuals, usually in disadvantaged circumstances, to improve living conditions and opportunities.

Aga Khan Foundation Afghanistan seeks letter of interest from qualified engineering company for feasibility study (technical and socio-economic) of Khwahan Irrigation Canal in Khwahan District (Khwahan District is one of the 28 districts of Badakhshan Province, Located in northeastern Afghanistan. The district capital is Khwahan. The total population of the district is approximately 35,000, residents. This is district borders with the districts Raghistan to the South West, in the North East with Kuf Ab, and in the North West with Panj River and District Shuro-obodKhatlon Province, Tajikistan. Kuh-e kallat) of Badakhshan Province having canal length about 15 – 18 km. and command area around 5000 Hectors. The Source of the water for the proposed canal is considered to be Ish Hab source. The source is a result of melting snow, or ice and provides approximately 5-11 cubic meter of water depending upon the seasonal climate.

The Feasibility Study has the following main objectives;

To provide an assessment of the economic, financial, technical, social and environmental viability of the identified irrigation scheme. Including an assessment of current situation of marketing arrangements, crop production and the infrastructure and proposed options. If any, for improvement of each of area, as well as cost benefits analysis.

To prepare a feasibility Report for the proposed irrigation scheme.

To conduct a Stakeholders Meeting to disclose project’s objectives and approach and farmer’s attitude and willingness to act as partners for sustainability of the relationship.

Objective and scope of consultancy:

The selected consultancy is expected to provide the following assessments:

• Agriculture development
• Irrigation infrastructure Engineering
• Environmental and social Impact Assessment
• Social Dimensions
• Other Infrastructure requirements
• Institutional framework for the Agriculture and Irrigation Water Management
• Economic and financial Analysis
• Tentative cost of the projects and benefits estimates

Duration of the Assignment:

• The assignment will be the lump sum contract for the all the scope of the works mentioned above. The overall duration of the assignment will be 3 months (three months maximum).
• Required Qualification and Experience:
• The consultancy company is expected to have the following experience:
• General experience: At least 5 years in the field of feasibility study or relevant assessment.
• Specific Experience: At least 3 similar assessments conducted in the field of agriculture and Irrigation scheme.
