CARE Canada is currently seeking a Program Manager, Food Systems & Resilience.
 
CARE Canada’s International Operations & Programs (IOP) unit is responsible for developing and managing the organization’s programs in both development and humanitarian assistance focusing on the injustice of poverty and gender inequality. The Food Systems & Resilience Program (FSR) focuses on advancing women’s rights and participation in rural and agricultural communities, supporting sustainable agricultural production, changing agricultural market systems to advance economic and social empowerment of women, and promoting resilience to a variety of systemic and crisis-related shocks and pressures.
 
The Unit is currently seeking a Program Manager with exceptional skills in gender equality programming, food security, market-based approaches to agricultural development, and, ideally, with experience in program management in humanitarian and complex environments. Reporting to the Head of Food Systems & Resilience (FSR), the Program Manager is responsible for leading CARE Canada’s food systems & resilience programming, including the day-to-day project and human resource management as well as donor relations and engagement.

Job Responsibility #1: Staff supervision and talent management (20%)

  • Provide ongoing supervision, leadership, support, guidance and mentorship to the FSR team technical staff and Country Office teams in food systems, resilience and gender equality programming;
  • In a matrixed environment, coordinate support from CARE Canada and other CARE International teams for program management and learning, especially in the area of gender equality;

Responsibility #2: Program management and quality strengthening (50%)

  • Lead oversight and compliance of donor and Country Office agreements including adherence to gender equality program efficacy standards, financial, administrative and programmatic procedures;
  • Effective Project management cycle of a complex and gender-responsive portfolio
  • Liaise and provide support to Country Offices and partners on day-to-day matters, to ensure that projects are on track, achieving their objectives and are compliant with policies and procedures;
  • Support CARE Country Offices to plan, review and revise annual project work plans, and comply with donor agreements;
  • Provide technical and strategic assistance to the projects, especially in the areas of gender equality, women’s rights and economic empowerment, and support staff to do the same;
  • Lead the preparation of high-quality narrative & financial reports to ensure accountability to donors;
  • Provide technical assistance in thematic areas of expertise relevant to CARE Canada’s international development work.
  • Visit and provide in-country support to projects teams and carry out field monitoring visits as required;

Responsibility #3: Communications and representation (20%)

  • In a matrixed environment, work closely and effectively with CARE colleagues, both in field offices overseas and in other units within the Ottawa office as required (communications, marketing, international operations, advocacy) and ensure they have program information in a timely and consistent manner;
  • Represent CARE Canada domestically and internationally in the area of women’s economic empowerment and rights.
  • Work effectively with counterpart and partner organizations, academic institutions, and other prospective program partners;

Responsibility #4: New business development (10%)

  • Under the guidance of the HEAD of Programs (FSR) and the Program Development Team:
  • Actively engaging in call for proposal processes as they arise;
  • Identify new initiatives and project opportunities, in coordination with relevant CARE     teams (HQ, overseas and across the CARE confederation);
  • Develop high-quality concept papers and proposals in collaboration with Country Offices (including Logic Models, Performance Management Frameworks and detailed budgets)
  • Other duties as required

Qualifications:

  • Bachelor’s degree in international development studies, agricultural systems/development, women’s studies, or a similar social science with senior course work in gender equality, rights and international development or equivalent combination of education and work experience
  • Significant experience managing international development projects, including experience working overseas in a similar role in a humanitarian or development context
  • Experience managing projects/programmes in areas such as food security, rural/agricultural development, market-based approaches, women’s economic empowerment, gender transformation, women’s rights, climate change and nutrition
  • Experience in gender analysis and gender equality activity design
  • Experience facilitating participatory and collaborative approaches to move teams towards results
  • Experience in Monitoring, Evaluation, Learning and Knowledge sharing
  • Experience working with Results-Based Management tools
  • Experience with project financial management
  • Knowledge of food systems approaches including value chains, market systems, economic empowerment
  • A knowledge of development issues in low and middle-income countries and complex environments
  • Working knowledge of MS Office is essential
  • Excellent written and verbal communications skills in English
  • Excellent written and verbal communications skills in Spanish

  • Familiarity with the development branch of Global Affairs Canada
  • Master’s degree in international development, food systems, natural resources management, humanitarian action or a related field
  • Prior experience in Food Systems/Security or Women’s Economic Empowerment in Latin America and Africa
  • Specialized training in humanitarian/emergency response.
