Abt Associates seeks a qualified Associate / Junior Entomologist Technical Advisor, PMI AIRS Project to support the International Health Division in Senegal.

Abt Associates seeks a Junior Entomologist Technical Advisor to support the USAID-funded Africa Indoor Residual Spraying 2 (AIRS 2) Project. AIRS 2 supports the President’s Malaria Initiative (PMI), as well as USAID Missions and Bureaus with vector borne disease control programs focused primarily on malaria, by planning, implementation, and monitoring and evaluation of vector control programs with the overall goal of reducing the burden of malaria in Africa.

Under the supervision of the AIRS 2 Technical Director, the Junior Entomologist Technical Advisor will coordinate entomological surveillance activities to inform the prevention and control of malaria in Africa, and will guide country entomology coordinators on the collection of data on key entomological indicators, analysis, and interpretation of entomological data.

Key Roles and Responsibilities

Support PMI/USAID malaria prevention and control focus countries in the preparation of annual comprehensive entomological monitoring work plans and budgets
Provide technical oversight and support to PMI countries in making sure that entomological monitoring activities are conducted according to the WHO and CDC guidelines and best practices
Support capacity assessment and capacity building of technical staff of the project, country institutions and other relevant partners to ensure countries undertake high quality entomological monitoring activities independently with minimal technical assistance from home office to ensure sustainability
In collaboration with country project teams and entomology coordinators will participate in the identification, selection, and development of the scope of work for entomological monitoring sub-contracts and consultants when deemed necessary to implement entomological monitoring activities
Work closely with project countries to identify gaps related to materials, test kits, insecticide impregnated papers for both adult and larval testing, and other items needed for successful implementation of entomological monitoring activities, particularly items that must be procured internationally; follow up on procurement process and timely delivery of these items
Support project countries in the analysis and write up of entomological monitoring reports with support from junior entomologist
Review the content entomological monitoring reports for technical accuracy
Advise USAID/PMI and counterparts in the selection of insecticides for adult and larval control based on evidences generated by the project and other partners
Document and publish findings of entomological monitoring project, such as lessons learned and best practices in national, regional and international contexts; identify sources to contribute to the national and international vector control information pool to influence policies
Ensures the transfer of technical skills to local institutions
Participate in M&E activities of the project
Perform other additional duties assigned by the project
Preferred Skills / Prerequisites

Master’s degree (minimum), Doctorate degree (desirable), in Medical Entomology
7-10 years of relevant professional work experience with a Master’s Degree, or 4-6 years with a Doctorate, including at least 3 years of experience directly related to integrated vector control management, including monitoring and control of Aedes mosquitoes
Experience in regulatory and operational aspects of vector control methods and management
Demonstrated ability to work with minimal direction and supervision
Demonstrated ability to work as a member of a team with the ability to accept the inputs of other team members
Good management and planning skills of project tasks
Produces high quality work in a timely, cost effective manner, and has excellent writing skills
Excellent organizational, interpersonal communication and computer skills
Experience with USAID and donor projects is highly desirable
English and French language fluency are required.
Minimum Qualifications

MA/MBA with 7 - 10 years of experience OR PhD with 4 - 6 years of experience OR the equivalent combination of education and experience.
