Youth employment and entrepreneurship consultant at FAO

The purpose of this call is to populate a roster, for different levels of expertise, made up of talented individuals with experience and background in the area of youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors, and related areas of expertise, including: green jobs, decent work, skills development and incubation, youth engagement, youth-centred agri-food value chain development, agribusiness, safety at work and hazardous child labour, and rural migration.

The assignment may involve full-time or part-time functions supporting FAO work along the Organization’s core competencies of knowledge, capacity development, policy support, technical assistance, advocacy and partnerships. The assignment can be from 1 month up to 11 months. The possibility of extension is subject to satisfactory performance and depending on the resources and needs of the Organization.

Reporting lines

The Youth Employment and Entrepreneurship Consultant or PSA will be under the overall supervision of the Director of ESP, and the direct supervision of the DRE Team Leader and the DRET Programme Officers. The technical focus is to support FAO’s work on youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors at global, regional and/or country level.

Tasks and responsibilities

  • Contribute to the provision of policy and technical support to Technical Divisions, Decentralized Offices and Countries for the development and implementation of policies, strategies, programmes and projects related to youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors;
  • Support the development of evidence, good practices and lessons learnt to improve the understanding of the policies, approaches and institutional contexts as well as of sectoral (agricultural) solutions related to challenges and opportunities of youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors;
  • Support the development, dissemination and uptake of DRET knowledge products, technical documents, capacity development materials and advocacy and information materials on youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors;
  • Contribute to country and resource partner requests for formulating programmes and projects focusing on, or relevant to, youth employment and entrepreneurship in agriculture, agri-food systems and other rural sectors;
  • Support to strengthen partnerships with other UN agencies and organizations to jointly identify emerging issues, key challenges, and collaboration opportunities on youth employment and entrepreneurship and continue to exchange information in areas of joint interest;
  • Provide support to any other tasks as required.

Minimum requirements

  • Advanced university degree in rural development, (agricultural) economics, political or social sciences, agriculture or other related field.
  • At least 5 years for Level B and at least 1 year for Level C of relevant experience in policy assistance and programme development in the field of rural development and/or poverty reduction and/or rural employment, with experience related to youth employment and entrepreneurship.
  • For consultants: Working knowledge of English, French and /or Spanish and limited knowledge of one of the other official languages of the organization (English French, Spanish, Chinese, Russian or Arabic).
  • For PSA: Working knowledge of English, French and /or Spanish

Selection criteria

  • The extent of knowledge and experience in policy support and technical assistance as well as programme/project development in the field of youth employment and entrepreneurship, in particular in agriculture, agri-food systems and other rural sectors;
  • Level of knowledge and experience in concepts and methodologies related to youth employment and entrepreneurship, in particular in agriculture, agri-food systems and other rural sectors;
  • The extent of experience in advocacy, policy support, capacity development and technical assistance related to youth employment and entrepreneurship, in particular in agriculture, agri-food systems and other rural sectors;
  • Experience in working in multidisciplinary and multi-cultural teams.
