About Biosciences eastern and central Africa (BecA) Hub
The BecA Hub aims to increase access to affordable, world-class research facilities and to create and strenghen human resources in biosciences and related disciplines in Africa.BecA is an initiative developed within the framework of Centres of Excellence for Science and Technology in Africa. About International Livestock Research Institute (ILRI)
ILRI works at the crossroads of livestock and poverty, bringing high-quality livestock science, communications and capacity building to bear on poverty reduction and sustainable development. ILRI is one of 15 centres supported by CGIAR. ILRI has campuses in Kenya and Ethiopia, with other offices located in other regions of Africa (Mali, Mozambique, Nigeria) as well as in South Asia (India, Sri Lanka), Southeast Asia (Laos, Thailand, Vietnam) and East Asia (China).


The WPI Fellowship is offered to 10 journalists from countries around the world, and offers an opportunity to immerse into the governance, politics, business, media, journalistic ethics and culture of the United States.


Although it is meant for experienced international journalists from all over the world, we think it would be great if a YP in ARD would be one of the ten selected journalists, as another way to strengthen the voice of young people involved in agriculture. The fellowship will consist of a demanding schedule of study, travel and interviews throughout the country, between August to mid-October 2012.

Selection:
Fellows are picked by the WPI selection committee, composed of journalists and corporate communications specialists, all with international experience. Finalists for the fellowship will announced in early April.

The Public Administration and Policy [PAP] Group at Wageningen University offers a position for a 4-year PhD project on “Food governance: new EU agendas of food and food security?”. 

Food security is used in many different strategic ways and actors link it to a variety of other policy issues. The aim of the PhD project is to understand how the European Union and its member states define and construct food security. The PhD will analyze how the different views and ideas about food security come about and how they (are likely to) affect other EU policy domains such as climate change, animal welfare, land-ownership, development aid, and the use of biofuels.

Key theories are ideational leadership, agenda setting and framing. The project will be conducted within the group's research program “Changing governance, governing change.”
The research is carried out in Wageningen, the Netherlands, and should lead to a PhD dissertation.

Description
The PAP Group is looking for a social scientist with a Masters degree in public administration, policy studies, political science, or communication studies, and should have a keen interest in EU governance and food policies.
Fluency in English and preferably other EU official languages and good communication skills are essential. Experience with empirical research projects, interdisciplinary research and both quantitative and qualitative research methods is an advantage.

Benefits
A PhD position for a period of 18 months, extended with another 30 months upon favorable evaluation.
Gross salary will increase from € 2042 in the first year up to € 2612 in the last year based on a full-time appointment (38 hours per week).

The UNDP Iraq is looking for a Programme Advisor in Climate Change.
As programme advisor, you will be based in Amman, Jordan, with periodic and extended travels to Iraq. You will be relocated to Iraq when the security situation permits.

Background:
There are many indications that climate change will have a severe impact on Iraq. Challenges will include reduced quality and quantity of water, desertification, loss of biodiversity, pollution, increased GHG emissions, and so forth. 
Iraq, receiving more than 85% from its water from the outside of the country is furthermore is challenged to explore diverse ways to interact with its neighbors who equally have made increasing demands on the water resources. 

UNDP Iraq has been engaging with the GoI on a number of initiatives to strengthen water resource management, domestic water use, pollution and environmental management in the Marshlands.

In Iraq furthermore, some 600 million cubic feet of natural gas is flared off every day. Iraq is the fourth-worst offender in the world in this regard and consequently contributes to the depreciation of the country’s own environment and to the overall climate change. UNDP intends to address in partnership with the GoI the need to strengthen public management systems to ensure that they are adaptive, responsive, and effective in implementing complex inclusive climate-resilient and low carbon intensity measures.

Four areas, namely Climate Change, Energy, Water, and Disaster Risk Reduction, are the current focus of the Climate Change, Energy and Natural Resource Management (CCE & NRM) sub-cluster within Economic Recovery and Crisis Prevention (ERPA) Pillar of UNDP Iraq.

The Programme Advisor will work on the further expansion of the CCE & NRM sub-cluster; will report directly to the Head of ERPA; and is expected to provide policy and strategic support. About the ICARUS Project
ICARUS is a three-year (2010-2012) European Research Council (ERC) Starting Grant funded by the European Commission under the umbrella of the 7th Framework Programme. ICARUS aims at producing an unprecedented analysis of energy-related innovation mechanisms.

The main goals of the project are: (1) collection of probabilistic information on the uncertain linkage between RD&D investments and particular improvements in science and technology by means of expert elicitation and analysis of historical data (2) assessment of the implications or benefits, of these improvements (e.g. economic, environmental, or security benefits); and (3) the application of decision-analytic frameworks for synthesizing (1) and (2) to inform decision makers.
