2009-2010 Fletcher-Lauder Fellowship

Carbon Biosequestration Strategies

The Fletcher School at Tufts University (Center for International
Environment and Resource Policy) and the Lauder School of Government,
Diplomacy and Strategy at The Interdisciplinary Center Herzliya (IDC,
Israel) are accepting applications for the Fletcher-Lauder Fellowship for
2009-2010 to support a post-doctoral fellow, to conduct independent
research on Carbon Biosequestration Strategies.

The analysis of the Fletcher-Lauder Fellow will be based on data from a
National Energy Technology Laboratory (NETL) and Arizona Public Service
(APS) pilot project demonstrating bio-sequestration of carbon dioxide from
carbon-rich sources, e.g., power plants, through algae production.
Specifically, the Fellow will analyze the national and international
potential of carbon bio-sequestration via algae, compare it with other
alternatives for industrial and power plant CO2 mitigation, and explore
costs and policy options to support the implementation of carbon
biosequestration on a large scale. Additional research will focus on the
benefits of algae in other fields, including but not limited to biofuels
and feed production. The analysis may utilize systems dynamics modeling,
econometric analysis and other methodologies that will improve
understanding of the economic and policy implications scalability, and the
rate at which capture systems may be introduced to prevent carbon dioxide
from entering the atmosphere from a variety of industrial and power
sources.

POSITION LOCATION: Nairobi, Kenya or possibly another CGIAR Centre or Regional Office The World Agroforestry Centre seeks to recruit a senior scientist to conduct research on sustainable land managementwith emphasis on agroforestry systems in sub-Saharan Africa. The position will contribute to the Centre's Global Research Projects GRP2 on improving on-farm productivity of trees and agroforestry systems, and GRP4 on reducing risks to land health and targeting agroforestry interventions to enhance land productivity. The objective of the research is to develop a better understanding of the impacts of tropical smallholder agroforestry systems on enhanced farm productivity, land health (the capacity of land to sustain the delivery of essential ecosystem services), and human well-being, and lead the Centre's efforts to ensure that the best of these systems reach large numbers of farmers and are applied on the land through our collaboration with national programmes. The approach will involve setting up a systematic programme to empirically test and monitor agroforestry farm systems (including nutrient cycling and soil fertility improvement), and landscape management systems integrating also their production functions. This will take advantage of a spatially explicit framework being established throughout sub-Saharan Africa under a related project that is establishing an African soil information and monitoring system. The scientist will develop research projects in collaboration with major soil and land management initiatives underway on the continent. The successful candidate will report to the leader of GRP2 and will coordinate the work with scientists in GRP4 and other projects.

Responsibilities - Design of agroforestry farm and landscape management systems to address key land health and socioeconomic problems across the major agroecologies of Africa. This will include interventions to improve soil fertility, tighten nutrient cycles, increase crop yields, provide soil erosion and run-off regulation, increase biodiversity, improve land and livestock productivity, increase and diversify farm income. - Develop and implement standardized protocols for replicated testing of whole farm and landscape level agroforestry interventions on a large scale in sub-Saharan Africa. - Design and implement measurement systems designed to monitor key indicators of land health and human well-being at farm and landscape levels. - Undertake analysis of indicators across sites and treatments, and examine the influence of various factors in order to constantly improve our effectiveness in scaling-up the adoption of improved agroforestry systems that improve soil health on smallholder farms. - Track and analyse farmer decision-making processes in conjunction with whole farm models, which integrate the biophysical processes, economics and decision making, to help interpret the above data. - Engage with international research groups engaged in farm and landscape analysis and modelling. - Publish research results in peer-reviewed journals, web-form and popular outlets. - Support African policy processes and development programmes through dissemination of research findings - Contribute to preparation of research proposals and lead fund raising efforts in this area of work.

Tasks
Agricultural Support Programme (ASP; 50%)
In close collaboration with the Programme Leader of the ASP, your main tasks as Thematic Advisor are:
- consolidation and mainstreaming of promising agricultural practices which have been tested in the SDC project areas. You will contribute to the solving of technical and economic issues within the existing framework and farming system of the DPRK.
- support the consolidation and mainstreaming of a sloping-land-management project in order to improve food security and income of the user groups.
- support capacity building at different levels of the administration, especially in areas for enhancing food security through the introduction of Geographical Information Technology (GIT), technologies for agriculture and natural resource management, and through training in order to improve the extension services.

Specific tasks include contributing to the selection and contracting of consultants, following the political framework concerning agricultural development, supporting the elaboration of yearly plans of operations, supporting the guidance of local staff, and supporting programme implementation.

Capacity Development Programme (CDP; 40%)
You will be contributing to the strengthening of the DPRK’s ability to manage change and to integrate the country into the global community with the goal to improving the professional expertise and knowledge of individuals and institutions.
You will manage a variety of activities under the Capacity Development Programme, the second pillar of SDC’s involvement in North Korea. Duties include the yearly planning and budgeting, financial management and reporting of activities, etc. In these tasks, one national staff member will assist you.
In coordination with other SDC team members, you will organize study tours, long and short-term training courses in a variety of sectors such as the training for diplomats and government officials in international relations, training related to the ASP, and training at the Pyongyang Business School which consists of 12 monthly thematic seminars lasting 3 to 4 days for approx. 30 participating Korean professionals.
The CDP also includes grant management, i.e. to UNFPA, UNICEF, etc.
Managing the possible continuation of an involvement in the energy sector as well as other special projects will also fall under the responsibility of the thematic advisor.

Special tasks (10%):
- regularly update the security plan of the Swiss Cooperation Office (SCO) in collaboration with UN-resident organisations/embassies. The staff member will support the management of the compound and car fleet together with the relevant National Project Officers.
- From time to time, the positions requires taking up the role as acting Country Director.
- Overall, you will work within the SCO team and also in close collaboration with short-term consultants in the different areas of work.

By fall 2010, the Thematic Advisor could take over the function as Program Leader of the ASP if mutually agreed.

Profile
You have a university degree in Agriculture or related field and are specialized in at least one of the following disciplines: agro-economy, agricultural production, and/or agro-training and consulting. You are a mature person with solid experience in rural extension work and capacity development with preferably several years of service in a transition-economy country and in development cooperation. You have a proven track record of finding innovative solutions and of thinking in a broad, long-term perspective, and have the ability to work under pressure. You are ready to work in a particular socio-political context, have excellent communication skills, are people-oriented, and like to work in an interdisciplinary team. You have good analytical skills and are familiar with project implementation and Project Cycle Management. You are fluent in both oral and written English (working language) and are proficient in two official languages.

Job Summary:

The International Food Policy Research Institute (IFPRI) seeks a qualified candidate to work
as a Postdoctoral or Research Fellow under its research program on "Governance for
Agriculture and Rural Development". The Fellow will work on governance challenges that
affect agricultural and rural development in Africa. The position is a two-year, fixed-term,
renewable appointment, based at IFPRI headquarters in Washington, DC. The final grade

understanding of the micro-level constraints
to rapid productivity growth and adoption of resource conserving technologies around eight

as member of a multi-disciplinary team that

Job description:
The project relates to the management of biodiversity for the provision of soil ecosystem services in agricultural landscapes. Farmers are increasingly concerned about soil compaction and water stagnation on their fields, a problem that is expected to aggravate due to climate change. The beneficial effects of earthworms on soil structure are well-known. The project aims to assess if soil structure and water infiltration and retention in arable soils can be improved through a higher earthworm diversity and density resulting from non-inversion tillage, controlled traffic and field margin management. Earthworm populations and physical soil properties will be measured in a replicated field experiment and in existing situations on-farm. The research will include mesocosm experiments with different earthworm species. Upscaling of the results will be done in collaboration with the WU-Centre for Geo-information using remote sensing, GIS and ecohydrological modeling. Alterra-Soil Physics & Land Use and Plant Research International are also collaborating.

Requirements:
MSc degree in soil science, environmental sciences, agrotechnology or a related field. Good communication and collaborative skills (also in English) and experience with soil analysis are required.

Conditions of employment:
A full-time position for 4 years with a go-no-go decision after 12 months. The monthly salary starts at € 2042 in the first year, increasing to € 2612 in the fourth year.
